How did this get released to the public without the letters "IPA" on the label? Lots of hops? Check. Higher alcohol content? Check. IPA? No. Winter Beer - Yes.
Most winter beers have three things in common: higher alcohol content (it's cold out, what better way to warm up?), darker appearance, and heavy malty flavor. Sierra Nevada's Celebration Ale breaks the rules with a strong dose of hops and a lighter appearance than most winter ales. It does, however have the higher alcohol content, which if memory serves, is 7% ABV.
Being a fan of IPAs, this beer slides easily into first place on my list of seasonals with a very large gap before 2nd place.
